An overview of the SMHI framework and its comparison to other emission frameworks

In this help centre article, we will provide a brief overview of the differences and overlaps between the SMHI (Swedish Meteorological and Hydrological Institute) emissions framework, the SECAP (Sustainable Energy and Climate Action Plan), and the CRF (Common Reporting Framework) frameworks. All three frameworks are designed to help cities manage and report their greenhouse gas (GHG) emissions, but each has its unique focus and methodology.

SMHI emissions framework overview

  • Developed by the Swedish Meteorological and Hydrological Institute

  • Focuses on national and subnational GHG inventories

  • It covers multiple sectors, including energy, industrial processes, agriculture, and waste management

  • Uses a bottom-up approach, relying on local data and expertise to develop emissions estimates

Overlaps and differences between SMHI, SECAP and CRF:

  • All three frameworks focus on managing and reporting city-wide emissions but have different scopes and target audiences

  • SMHI is more focused on national and subnational inventories, while SECAP and CRF are designed for cities

  • SECAP and CRF have a stronger emphasis on setting and monitoring targets, whereas SMHI primarily focuses on inventory methods and quality assurance
