What exactly is the difference between the grey rectangles (predictions) and the red dotted line (plan)?

The red line is based purely on your theoretical plan - therefore presumes that you will implement all measures in your plan, and then reflects where you would end. The grey bars are based on the said red line, but their departure point is the most recently validated year. A connection is therefore made with the actual data.
