What does ‘behind on schedule’ mean?

Measures that are 'Behind on schedule' are the measures that are over 15% behind on schedule. Measures without 'Behind on schedule' are still on track, with the assumption that after 10% of time there's also 10% progress - with a buffer of 15%.
